Tibial hooks question—

I have a young 10 month old Harpactira pulchripes who recently went through a molt. I’m pretty sure I’m seeing tibial hooks— I’ve never had a male tarantula and thought their hooks showed when they matured? Maturity being 16 mo to 2 years? Is this possible that I have an early bloomer?

Are you certain of it's age?

I've several small, mature male OBTs that look like juveniles next to my ladies...

Yes it is possible. I had one of those species hook out at 13 months from a 3rd instar.
