Looks like mould to me... Remove what you can from there and and replace with a bit of fresh moss.. Make sure you have plenty of ventilation holes in there.. They will need to be tiny so the sling can't get out
It looks quite soggy in there but I personally don't like using vials for that reason as without adequate ventilation they get very stuffy and humid - for the tiny slings we use old waxworm tubs as they are perfect as far as ventilation holes go and big enough for a tiny ink pot water dish
