Question Regarding Food and Water Bowls for Dubias

Yes they would!
One of the great thing about dubias is that unlike many other roaches they are not good at climbing and won't fair well in slick surfaces. I wouldn't recommend a water bowl though, water crystals or food rich in water (fruit and vegetables) should do and will prevent anyone from drowning.
Below is my setup, in the water bowl are the water crystals.
