Here's a ZooMed enclosure I built for my T stirmi when I got him, basically rescued him from a pet store.

He seems to favor a warmer corner in the back of the enclosure and ignores the rest. Part of the problem might be that he was in a critter keeper so small he could barely turn around.

I might add frog moss in the future.

Your substrate looks too dry...it should be moist at the surface as well.

I pour heavy amounts of water a couple times a week into the substrate. The only place I don't water is in front of his burrow (He will attack me if I get any closer)lol. In his burrow he will dig down to the moisture level he likes...this is very important. It's not just amount air humidity levels...its about actual moisture. That's why people have problems with stirmi's . His burrow is a 10" exoterra rock cave which gives him plenty of room by itself but after he digs down he's got even more room. You may want to upgrade soon...i used the same hide you have when he was younger but after his 6" molt he was way crampt up in it.
