Can you post a photo of what you mean by little claws? Tarantulas don't change sex when they moult but most males will look different after their final moult, when they mature.
Did you mean tibial hooks?Hasn’t molted yet but the little claws came outI know females can turn to males when they molt, but can males turn to females?

Can you post some clear pics? Your spider was suspected to be male from the first time you posted, clear pictures would clear this up nicely. Also, if your spider is a mature male and wasn’t sold as such you have a good case to get your money back.

Hooks of a mature male do not randomly appear. You can see them only after the ultimate molt.. Tarsal claws like in @Arachnoclown's photo are different thing.
But few of us have suspected your C. sellatus being a mature male from the beginning. We'd still need a clear photo, though

Sounds to me like a mature Male, they ‘hook’ out on their two front legs. It seems that’s what you’re seeing, Tarantulas can’t change sex but there are tell tale signs when a Male specifically matures out.
